TEXAS CAMPUS REPORTING
Reporting on Texas campus decisions
Latest reporting
- Can Texas counties stop data centers? Mostly no. Their say comes through roads, plats, flood rules and tax abatements.
- Your site plan closes a county road. One no vote stops it.
- Abatements can't touch school taxes. No JETI deal covers a data center.
- TCEQ is screening data center authorizations claimed without a permit. Its letter never names backup generators.
- TCEQ has halted data center applications for construction stormwater coverage, which an operator needs before grading a large campus site
- Returning the TWDB survey doesn't put a campus outside the AG's investigation
- Outside ERCOT, §25.194 isn't the deal. Utility tariffs are.
- Batch Zero isn't the last large-load study rule
- Co-located net metering isn't firm before PUCT approval
- PUCT sued to shield two survey fields. Your load isn't one.
- ERCOT will not issue a new voluntary medium-load RFI after Monday.
Earlier reporting
- CIAC is cash you do not get back. Financial security returns on a 20-percent schedule. Model them as one line and campus liquidity breaks.
- Your campus is still provisionally classed. CapEx that assumes a final base or studied seat before verification cures is sequencing construction interest against a flip risk.
- The rule accepts three forms of interconnect security. The election is a liquidity, rating, and bank decision, not a checkbox.
- Oct 12 is not another Batch Zero exhibit clock. It is the State and Community Impact RFI.
- Every invoice in the draw can check out and the campus can still be a million dollars short of finishing the switchyard.
- Your capital release still treats "financial security posted" as one checkbox. The Verification RFI Exhibit List splits it across three submitters.
- A missed TWDB water survey is a criminal offense and a Chapter 11 permit bar under state law, and the Governor ordered enforcement. Oct 14 was the deadline for TWDB's first enforcement update.
- Behind 265.5 MW of wind, Texas approved 525 MW of load. Curtailment is not capped by paired gen.
- Two Texas pauses hold up data centers: TCEQ permits and ERCOT approval to energize
- You cannot sell the capacity. You can sell the project that holds it.

Texas campus decisions
Capacity & phasing
- Most campus budgets have two categories for shared works. The money is in the third.
- The words tenant, lessee and occupant appear zero times in the rule that allocates your megawatts
- A Texas data center campus can lose twice on the same megawatt.
- One campus. Several tenants. Who owns the spare capacity?
- The next phase starts inside someone else’s operating environment.
Power & energization
- The fee everyone was budgeting for is gone. The money did not get cheaper.
- Texas data center water surveys and the ERCOT Batch Zero audit
- The filing that decides your project is one you are not allowed to submit
- Four instruments decide what a stalled phase 2 costs you, and you have signed all of them.
- A Texas data center campus can lose twice on the same megawatt.
- Bridge power is a development project, not a generator order.
- A grid position is not a campus delivery plan.

Capital & public infrastructure
- The cascade that breaks data center developers: Oracle, force majeure, and the Texas projects already in the same trap
- The fee everyone was budgeting for is gone. The money did not get cheaper.
- You underwrote the tenant's credit and the tenant's power. You did not underwrite the tenant's lender.
- Your electrical position gets examined. The water contract and the development agreement get signed.
- Four instruments decide what a stalled phase 2 costs you, and you have signed all of them.
- Annexation, ETJs and CCNs: who controls each campus dependency?
- When annexation reduces risk for a Texas data center campus
- Higher data center power tariffs: who pays for reserved capacity?
- Pay for the demand you create. Structure the capacity others can use.
- Finance the campus in layers. Make the obligations work together.
Tariffs & grid support
- A Texas data center campus can lose twice on the same megawatt.
- Higher data center power tariffs: who pays for reserved capacity?
- A campus can support the grid without promising to power the town.
- Texas data center electricity tariffs: service structures, flexibility and who pays.
- Flexibility belongs to the workload owner, not the campus brochure.
