TEXAS CAMPUS PROBLEM SOLVING
Water & cooling
My campus is stuck on water.
Why this becomes a campus problem
The water problem rarely belongs to one counterparty. The cooling designer controls demand, the providers control service conditions, civil infrastructure controls connections, and the operator must accept the operating consequences. Optimizing any one element can make another impossible. We focus on the complete system and the decision that unlocks it.
The decisions that unlock the work
- Is water the binding constraint, or is the real constraint treatment, discharge, drought exposure or an unsettled cooling design?
- Which demand assumptions change materially between commissioning, first operation and full build-out?
- Can a revised cooling approach solve the supply issue without creating unacceptable energy, layout or operating requirements?
- Who funds, owns and operates the missing infrastructure outside the campus boundary?
What we take responsibility for
Establish a defensible demand case
Bring the operator and design specialists around the same phase and operating conditions. Reconcile the water balance and provider requirements so every discussion is about the same system.
Resolve the competing choices
Compare feasible service, cooling and reuse routes against the owner’s cost, schedule and operating priorities. Identify decisions needed from providers and public authorities. Do not treat an untested alternative, including a well, as a guaranteed escape route.
Advance the selected solution
Take responsibility for the agreed provider, approval and infrastructure interfaces. Track changes in cooling or phase demand back into the solution, then carry the work through the contracted evidence and acceptance gates.
The outcome, and the evidence
A supportable water-and-cooling solution, not a volume request. The appointment defines whether completion means readiness to commit, the delivery of particular infrastructure or an accepted operating system. Each endpoint needs different proof.
See the approach in practice
A detailed illustrative assignment showing the evidence, options and execution sequence, not a claimed completed project.
Inside a campus water-solution assignmentDefine the intervention
Start with the blocked outcome, current project record and people already responsible for the work. We agree the decisions to resolve, specialist support, authority and acceptance evidence before mobilization. Fees follow the appointed team and accepted milestones, not construction volume.
Texas context
TRWD says it cannot formally evaluate the request described in its FAQ until sufficient volume justification is supplied. New raw-water contracts require its board’s decision.
