Later work can require crossings, tie-ins, access or commissioning interfaces inside an operating campus. A contractor’s construction date does not establish permission to affect live operations.
The next phase needs a crossing, tie-in or test that affects infrastructure used by an occupied phase. The development schedule allows for the work, but the existing operator has not accepted its impact. Mobilizing against the construction date alone can turn a planned expansion into a conflict with a live tenant commitment.
Bring the responsible operators, designers and contractors together around the affected systems, access routes and sequence. They must establish technical procedures, isolation requirements, change authority and acceptance conditions within their responsibilities. Compare the proposed connection window with alternatives such as completing enabling works earlier, providing a different route or changing the phase sequence. State the consequences for cost, date and existing obligations. Secure the necessary owner and operator decisions before dependent work is released.

Handover must cover both the new phase and the ongoing obligations to the occupied one. A mechanically completed package is not an accepted campus phase if the operating interface remains unresolved.
