A campus-wide capacity figure is not an allocation plan. Two tenant commitments can depend on the same commissioning window, reserved capacity or infrastructure upgrade.

The commitment can precede the capacity

An early tenant reserves capacity based on a campus total. A second tenant signs against the remaining figure, but both ramps rely on the same upgrade arriving in the same quarter. The apparent headroom disappears when actual availability, operating reserve and commissioning conditions are separated. The exposure is a collision between promises, not necessarily a shortage in the ultimate master plan.

Reconcile the provider-supported envelope, shared-system limits, tenant reservations and ramp dates. Record the conditions behind each increment and the owner’s allocation rules. Work with the appointed technical teams to distinguish IT load from facility demand and required reserve. The resulting record should make double allocation visible before a further commitment is made.

The choice the owner must make

Test whether to reserve existing capacity for the earliest obligation, change a tenant ramp, bring infrastructure forward or revisit a commercial commitment.
