PUCT Project 58481: Texas Large-Load Owner Readiness Pack under adopted 16 TAC 25.194

A free owner-side guide to financial security, CIAC, customer-built interconnection facilities, TSP takeover and audit-ready documentation under adopted 16 TAC 25.194, effective October 8, 2026.

Large-load owners can face security postings, CIAC payments and advance equipment commitments before tenant revenue begins. A customer-built switchyard adds land, acceptance, ownership-transfer and retained-liability decisions.

This pack turns those overlapping obligations into an owner workflow and evidence checklist. It covers a typical utility-delivered CIAC project and an agreed customer-built route.

The commission adopted 16 TAC 25.194 on September 18, 2026, effective October 8, 2026. The non-refundable interconnection fee in the March proposal was removed. Financial security is now the greater of $50,000 per MW of contracted peak demand or study-allocated system upgrade costs, cash collateral is creditable between stages, and return is staged from energization. The Standard Large Load Interconnection Agreement form is deferred to a separate rulemaking and is not settled.
