ILLUSTRATIVE FAILURE SCENARIO
Assume the halls, cooling plant and substation report mechanical completion. Integrated testing exposes a control dependency: loss of a shared network segment prevents the cooling plant from restarting as intended. The utility connection is available, but the tenant will not accept service until the sequence is demonstrated. Meanwhile, the warranty clock has started on equipment that is not generating rent. The missing deliverable was never another package. It was a working and contractually accepted interface between packages.

Texas basis. For the §106.512 PBR pathway, TCEQ requires records identifying the operating rules and demonstrating compliance. Equipment delivery or a contractor completion certificate is not that record. TCEQ 30 TAC §106.512 and general PBR conditions
Campus consequence. The receiving operator may inherit generators without a usable authorization basis, run records or clear compliance responsibility. Technical testing alone cannot close the operating handoff.
Resolve before commitment. Add the applicable permits, registrations, operating limits and required records to the turnover evidence. The air specialist should confirm that commissioning and intended operation fit the authorization.
Texas basis. Section 13.301 addresses specified sales, acquisitions, leases and related transactions involving certificated water or sewer systems, including application and public-interest review requirements. Texas Water Code §13.301
Campus consequence. A private construction handoff date cannot substitute for a required utility transaction process. The building may be ready while the intended service entity cannot yet assume the role.
Resolve before commitment. Have utility counsel classify the transaction early and identify required filings, notice, authority and operating capability. Carry those milestones into tenant acceptance and lender release conditions.

COMBINED FAILURE TEST
Test what happens when firmware changes after integrated testing while the specialist contractor demobilizes and warranties begin. The release decision needs evidence for the installed revision, available recovery support and an assigned cost for retesting, not an earlier passing report.

Stop or revise whenDo not let commercial pressure convert missing evidence into an undocumented acceptance; have counsel assess the contract consequences.
Where an unresolved interface invalidates the required resilience or operating authority, defer acceptance. Price the delay against the risk of inheriting a failure the contracts no longer make someone correct.
