Acceptance Required decisions are recorded and applicable release conditions are met. Submission and political support are not counted as approval.

02 / WORK PRODUCTS

Make the work tangible.

Jurisdiction and instrument register: Identify each authority, applicable instrument, effective date, project stage and unresolved interpretation. Counsel reviews legal applicability. Sitebraid translates the result into the actions and sequencing the development team must follow.
Design-to-commitment schedule: Connect each noise, water, access, screening or infrastructure commitment to a design package, cost owner, delivery date and operating responsibility. Track the effect of concessions on usable land, power demand and later tenants.
Approval-condition release plan: Distinguish conditions needed before construction, energization, occupancy or later expansion. Record who provides the evidence and who accepts it. This prevents an approval from becoming an unpriced list handed to the delivery team.

The judgment behind the scope

Illustrative decision: moving generation away from a neighborhood addresses one objection but occupies a future utility corridor. We would test the revised noise evidence, land yield and utility route together before offering the move. If the concession makes the next phase infeasible, the sponsor needs an alternative mitigation or an explicit change to the investment case. Winning a hearing is not success if the approved campus cannot be delivered.

Have counsel test the protected project, not a blanket grandfathering claim

Chapter 245 contains both permit protections and exceptions. We incorporate counsel's project-specific analysis into the design and release plan instead of assuming every utility or infrastructure requirement is frozen.
