TEXAS CAMPUS PROBLEM SOLVING
Entitlements & community
I need to get this site entitled.
Why this becomes a campus problem
An approval problem may actually be a design, infrastructure or commitments problem. A polished presentation cannot resolve an unsupported water strategy or a generator layout that the project team has not tested. We connect the legal route, technical decisions and community commitments so the sponsor can pursue an approvable project, not just a hearing date.
The decisions that unlock the work
- Which authority controls each decision for the actual parcel and phase?
- Are objections about the proposed use, the evidence, the design or the allocation of local infrastructure costs?
- Which commitments can the sponsor actually fund and deliver, and which would change the investment case?
- What design changes would answer the concern, and what new approval or operating consequences would follow?
What we take responsibility for
Establish the approval logic
Work with local counsel and the appointed specialists to separate governing requirements, proposals, existing permissions and negotiated obligations. Identify the decisions that control the next stage.
Bring a workable project to the discussion
Resolve the relevant water, equipment, drainage, access and mitigation choices before they become contradictory public commitments. Engage officials and communities with evidence that matches the current design.
Carry the decision into delivery
Translate approvals and commitments into responsible design packages, budgets and operating obligations. Close the conditions needed for the appointed stage and escalate revisions that change the approved basis.
The outcome, and the evidence
The required permissions for the agreed stage, with conditions assigned and carried into the project. We own the work of pursuing and implementing the route; the authority retains its decision. Support, submission and approval are separate states.
See the approach in practice

How design decisions can unlock an approval caseDefine the intervention
Start with the blocked outcome, current project record and people already responsible for the work. We agree the decisions to resolve, specialist support, authority and acceptance evidence before mobilization. Fees follow the appointed team and accepted milestones, not construction volume.
Texas context
Fort Worth’s 2026 materials describe an active regulatory process covering these issues. Proposed measures are not presented here as adopted rules or statewide requirements.
