Buy the development footprint, not the acreage headline.

A large Texas tract can still be the wrong campus site once drainage, access and infrastructure are placed on it.

The owner’s situation

A sponsor has two candidate tracts for a Texas campus. One has a lower price per acre and enough gross area for an attractive concept plan. But detention, utility corridors, access and ground conditions have not been tested together. The acquisition decision arrives before full design. The assignment is to select and advance the tract that can actually support the operating brief, or stop the land commitment if neither works.

The Texas context

Sugar Land applies its Atlas 14 development changes to new development and redevelopment in the city and its extraterritorial jurisdiction. It is a practical reminder that the applicable local design basis belongs in site evaluation, not only in the later civil-design package.

Our view

Gross acreage is a poor substitute for a tested campus layout. The land must accommodate more than data halls: drainage, utility infrastructure, access, equipment and future phases all compete for space. A cheap tract can become an expensive compromise if these demands are discovered after commitment.

What we need to establish

We would combine title and survey information with topography, available environmental and geotechnical evidence, drainage outlets, access rights and utility corridors. The civil team needs the operator’s initial and ultimate layout requirements, including construction access and space for later phases. Desktop mapping sets investigation priorities; it does not replace the site work needed to establish an engineering basis for a material commitment.

The options we would test

Acquire on the tested layout

The required phase fits with a supportable enabling-works scope.

Before committing Investigations and rights sufficient for the investment gate, with remaining assumptions costed.

Renegotiate or reconfigure

A tract works only with additional rights, a smaller phase or material infrastructure changes.

Before committing Seller agreement and an operator-accepted, costed alternative before commitment.

Reject or select the alternative tract

The usable footprint or access pathway fails the brief.

Before committing Comparison including investigations, off-site works and the consequences of starting elsewhere.

What owners should do

Our proposed execution sequence for this assignment:

  1. Draw the infrastructure before valuing the footprint

    Have the civil and design teams place drainage, roads, utility corridors, substation space and other required systems around the proposed halls. Keep future expansion from relying on the same space twice. Confirm the actual local design basis and investigate drainage beyond the parcel boundary where needed.

  2. Test the uncertainties that can change the decision

    Sequence surveys, ground investigations, environmental work and access discussions around the acquisition deadline. Prioritize issues that could invalidate the layout or materially change cost. Seek an extension or contractual condition through counsel if the decision-critical evidence cannot be obtained in time.

  3. Compare sites on total development implications

    Present gross area, usable phase footprint, infrastructure scope, sitework cost ranges and remaining risks together. Include off-site connections and access, not just on-site grading. Show the assumptions behind estimates and the investigations needed to tighten them. A lower land price is not automatically a lower delivered-campus cost.

  4. Turn the selected site into the next stage

    Carry the accepted layout and constraints into design briefs, entitlement applications and the early-works programme. Assign delivery of easements and other conditions. Require changes to the operator brief or infrastructure routes to trigger a footprint review so that the original diligence does not become stale.

How we protect the decision

We would put the land decision behind an evidence gate agreed with the sponsor and counsel. The owner should see which risks are priced, which require a condition and which are grounds to stop. Concept capacity remains a design hypothesis until the necessary engineering and provider work supports it. We would not convert gross acreage into a promised IT MW yield.

What completion looks like

A site-selection appointment concludes with a supported site decision and the agreed conditions for proceeding. A development-readiness appointment carries those conditions into the next approved stage. Success can mean rejecting a tract before a major commitment. The fee structure should support that result rather than reward acquisition regardless of feasibility.

What we would track

  • Usable phase footprint supported by the current design basis.
  • Critical investigations completed before the land decision.
  • Off-site rights and infrastructure scope unresolved at commitment.
  • Total enabling-cost exposure and the assumptions still driving its range.

The right land is the land that works after the infrastructure is drawn in.
